New Delhi:   MGNREGA wage workers have been given an extra aid by increasing number of wage days from 150 days to 200 days. As per Central Government official instruction and extra fund provided to Odisha Government. The Odisha Government has decided to increase the number of work days by extra 50 days to new wages of 200 days in drought-affected areas under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

Odisha Government official said that all fund and instructions have been released from Central Government for the additional wages of 50 days’ work. It is also said by Odisha Government that she has already spent an amount of Rs. 802 crore under the MGNREGA scheme, while still she has a target to spend more than Rs 2000 crore by the end of this financial year.

The Central Government had already approved an extra wages for 50 days of work for the farmers and MGNREGA workers in drought-hit areas all over the country.

As per sources out of all affected states the number of 314 blocks hasbeen recorded scanty rainfall and affecting agricultural activities. In Odisha apart of this eight districts named Dhenkanal, Khurda, Balangir, Boudh, Bargarh, Sambalpur, Kandhamal and Keonjhar have registered a lessrainfall this monsoonthan normal. By providing extra wage pay for 50 days the poor villagers may be helped a bit.

Raipur, Chhattisgarh:    How to develop the villages in Chhattisgarh, will be decided by the public itself of Chhattisgarh. For this every village will have its own development plan. As per this development plan only the works under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) will be approved. For the making of development plan for villages, every Vikas Khand has been credited an amount of Rs. 03 Lacs each. All the Panchayats will be completing development plan up to 15th November 2015.  As per Fourteenth Finance Commission recommends suit, from onwards of current finance year all the existing money will be transferred directly to Gram Panchayats for various development plans, for this it is made essential to be made development plan of every Gram Panchayat.

As per Panchayat and Rural Development Department officials to make Gram Panchayat Development plan and its activation all the Collectors and CEO of all the Jila Panchayat have been issued with concerned instruction. It is instructed by Union Panchayati Raj Ministry to make Gram Panchayat Development plan. Under its own source revenue by panchayats and transferred all plans and the Programs for the development plan is to be built. For that each Gram Panchayat will assess own needs to be prioritized. For that the discussions with various groups and to be discussed in the rural development priority will be determined. After the estimates prepared, various projects will be proposed. 

Main Role of the Gram Sabha:      Village Council will play an important role for the making the process plan of Gram Panchayat Development. The rural development plan of Gram Panchayat will be made on the approval of village meetings. Those Gram Panchayat which will not be approved by village meetings for those Gram Panchayat the plans will not be accepted.

This is the Process:      Government has fixed a step by step process for the making of Gram Panchayat Development Plan. A resource Group will be formed at the District level for the said process. Gram Panchayat Development Plan will be approved by a committee constituted under President ship of Collector after Gram meetings approval. There will not be any alteration at any stage in Gram Panchayat Development Plan after the approval of Gram meetings.

Help from representatives and experts:      A task force plan will be constituted for making of Gram Panchayat Development Plan with help of Gram Panchayat reputed citizens, Public Representatives, Panchs, Sarpanchs, Senior Citizens, Women groups, Specialists and from volunteer’s teams.

Exclusions:        As per instruction issued by the Ministry of Panchayati Raj, it is decided to take help of public participation to make Gram Panchayat Development Plan for every village Panchayat of Chhattisgarh State. On the basis of Development Plan only the development works will be approved for various plans along with MGNREGA works.

New Delhi:  The Union Minister for Central Panchayat and Rural Development Shri Chaudhari Virendra Singh is not in favour of reducing the budget of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). The Union Minister for Central Panchayat and Rural Development told in the feed back sent to Finance Ministry. That budget distribution towards MGNREGA should not be reduced.
